A picture of the shut off valve would get you instructions on safely changing it----

Looks like copper supply lines to the shutoff.
If you open the shut off, you get no hot water out of the valve (with the flexible, braided supply line disconnected from it), correct?
Is it possible the handle is turning and the valve stem it is attached to is not? May be a bad valve.
You can take the valve apart and see if there is any junk in the valve seat area (make sure main water valve is off or you'll get wet.).

ill give it a shot tomorrow this way if I mess something up I wont mess up a plumbers sunday also. I def think the valve turns. I think this because when I turn it on there is a bit of water in the topand it goes away (assume back into the pipe) but nothing comes out...idk if it helps but I left the flex tube off the valve last night and the pan (spackle tray) had about an inch of water in it. idk if it was a drainage from the flex or from the valve. (it was in the off pos all night)

Sweated copper----and to short of a stub to cut it and use a compression shut off valve----

Copper is good----something has been updated since the house was built----

Do you know how to sweat solder ??? That valve needs to be replaced with a modern 1/4 turn ball valve.
