Single handle or two separate handles??

How old is the piping?

Go under the sink and make sure the valve is open.
If it is then close it and use a basin wrench to remove the line off of the faucet, bend it down into a pan and open the valve to see if there's flow.

two, the cold runs great and when I turn the hot on I might as well get a big puff of dust. iv shut off the valves under the sink and turned then back on the right one (cold) its not so easy to turn (my guess is because the water) the left one (hot) is much easier to turn. thanks for the speedy post btw

Three possible causes as I see it----

Crud in the faucet seat----remove handle--loosen the packing nut---temove the stem and turn on the shut off--to flush out the seat

Crud in the shut off valve---replace the valve---

Pipe completely rusted closed---repipe the line---

A house that old may have old galvinized pipes that at some point are going to leak or plug up.

No way for anyone here to be able to tell you where the shut off are.

Make sure if you do remove and replace the shut off vale you remove the aeriator on the faucet before running the water or it's going to get pluged up.

No water is getting past the shut off---next would be to remove the shut off valve---turn off the water to the house first----have a ne valve handy----be prepared for the pipe that it is attached to to break off inside the wall----it's old---best done when the stores are open and plumbers aren't on overtime---

No way to tell you which valve you need without a picture of what you have.
The aeriator is right where the water comes out of the spout.
It just unscrews. There's a fine mesh screen inside of it.
