hot water not circulating

We just recently changed the setup of one of our hot water system in our hotel (not sure why), and since we changed it, we can't seem to get the hot water to circulate. The temp on both w/h's is at the hottest temp as well and the pump is working.

Before we changed it, both hot waters fed into the main line that goes to all the rooms. Now we have it setup where one of the w/h feeds the other one and then the one it feeds to goes into the main line. Also, the circulator pump is at the end of the recirculating system. Also, there is alot of water pressure coming off the cold water line that feeds into the first hot water compared to the pressure coming from the recirculating line. I'm not sure if the pressure from the cold water line is blocking the pressure from the recirculating line?

Any ideas why the hot water stopped recirculating?

Not trying to be facetious: Make sure the arrows on the circulator and the check valve are both pointing in the same direction.

Make sure the pump impeller is spinning in the proper direction. Make sure any backflow preventers are operating properly.
