why is my master bath and bedroom floor warm nad warm water is coming from the cold faucet

Where is the house? What kind of weather are you having? How long has this been going on? What is the foundation? Where in relation to outside walls is the bathroom? Which wall of the bathroom is the faucet?
Water is always warmer here in summer because reservoirs, treatment and storage tanks, ground and pipes in it are warmer. Slab foundations are warmer especially near perimeter. Slab can then warm water, conversely slab directly over warm supply line can be warmer. Pipes in exterior walls, such as at bath tub are warmer. Pipes in crawl space are warmer. This can all happen gradually as weather warms, especially slab warming. You might not really notice it, then one day you do.
Winter time the opposite happens, cold floor, hot water not hot enough.
