Hot water issue

Recently roughed in some plumbing for a bathroom. There was existing stems for the rough in so it was very simple. Once the plumbing was done we turned the water back on and we are now having major issues getting hot water to all the faucets and bathtubs. We can have hot water in one sink and ice cold coming out another. There is no telling which sink will get the hot water and which one wont, its bizarre. Anyone ever heard of such a problem or have any ideas on how to resolve it? I 'm interested if anyone knows anything about a vapor lock?

No crossed lines, since there was an existing hot and cold stem already in. All I did was cut the pipe, put a T on and ran hot and cold for the shower and sink. I've done this before with no issues at another house. I can turn on the hot water at one sink, which runs cold, then turn the hot on at another sink and we then get hot at both sinks. Or I get hot water on the 2nd floor, but ice cold on the main floor or visa versa.
