Hot Water Heater Mineral Buildup - Removing Encrusted Element

In the process of doing some hot water heater maintenance, I discovered the lower heating element encrusted in mineral buildup. There is so much buildup that I cannot pull the element completely out of the tank to properly clean it. I was thinking about dumping some vinegar into the tank and let that dissolve the buildup enough to get the element completely out. Is there any reason I shouldn't try this technique or does anyone have another suggestion? Where is the best place to get a replacement o-ring for the element? I believe the element is still good after testing its resistance with my multimeter.

Also, unrelated to the water heater question, is it OK to connect PVC to ABS?

Thanks!

Just replace the element, there not the expensive, and yes use a fernco rubber coupling to make the transition between the two types of pipe.
