Hot Water Heater Drain Valve

I have a well with a submersible pump. When I shut the supply line off from the pump, aand open the drain valve on the water heater, water does not flow out. I wanted to change or remove the Anod Rod, but want to make sure there is no pressure inside the tank. I was confused when no water came from the drain valve, unless I turn the well valve back on.

Turn off the water heater heating (turn the small knob from Run to Pilot on gas models).

After turning off the main water supply, open all hot water faucets upstairs and then drain at least three gallons from the water heater drain valve to get all the water in the pipes above you out. Otherwise it will get all over you when you unscrew the anode rod.

Have water running from an upstairs hot faucet before turning the water heater back on, to be sure the tank is full first.
