A picture would be nice, or at least let us know what a drain cover is.
There should be a drain that looks like an outside faucet valve but I've never seen one with a cover on it.
Is it a gas or electric heater?

hot water heater

Yes, someone else refers to it as a "hot" water heater also!

In actuality, it's correct. It's heating the cold water and making it hot, but it's also keeping the hot water in the tank hot.

So, it is a hot water heater!

"Hot Water Heater---Water Heater -- don't matter we should all know what it refers to". DIY not Journeyman.
