Hot water cast iron radiator valves


Can i use the valves on the radiators to control water flow? they don't seem to work when i turn them the piping is parallel and i have 2 small rooms that stay cold when the rest of the apartment is warm i want to constrict the water flow to the other 4 rooms and i think this should cure the problem however the valves don't seem to operate.
