You can I tell of the heater works on the hot tub? I can feel of turn on when I push the button but after an hour of running it was still cold. Thanks for the help?

Ayuh,.... Yer a Hvac guy,..??

I'd check the heating unit with a multimeter...
Turn it on, is it gettin' Power,..??
Does it ohm out correctly,..??

It's nothin' but a water heater element, anyways....

How do I.determine what the correct ohm reading would be? I don't see any labels or anything...

I see where the wires connect to the heating element, and its reading 120v which tells me that its an open circut I guess

Only one heating element?

I say just go buy a new element and change it out, see if the new one works, cant cost that much. You've already got a hot tub sitting there, might as well.
