Hose stuck on

I am at a loss of what to do. I have a new home just out of the original warranty and the hose bibb on the front of the house is stuck on. I have never seen this kiind of problem and was wondering if there is any other way to fix it other than replacing the whole bibb.

Nevermind, I figured it out. The rubber valve piece had blown out at some point leaving the hose on. Turned off the water and replaced! Thanks all
