high water,ct bill meriden

my water bill was 1000 3 months ago, then 500, then 1200, now 550. The meter was checked, no leaks, not much usage, just normal day to day. If a outside hose is on at the outside faucet but is turned off at the end of the hose nozzle so no water is exiting the hose, is the meter stilling charging for the water running?

1. The meter reader misread the meter. The billing should correct itself the next month, either up or down.

2. You have a leak or dripping faucet or running toilet somewhere. Observe the meter when "nobody is using water". If the spinner or fractional cubic foot indicator moves in a ten minute time span, then you have a leak.
... is the meter still charging for the water running ...
Yes unconditionally. If the water is not running then the meter is not charging. If the meter is charging then the water is running.

The good conscientious technician or serviceperson will carry extra oils and lubricants in case the new pump did not come with oil or the oil was accidentally spilled, so the service call can be completed without an extra visit.

Misread meter. Best way to find out, is look at the bill and see if it states Actual or Estimated for the past 12 months. Even better, call the utility that you buy water from and have them review the bill. You don't by chance of electronic meters on the homes in your area, or per chance just had your meters changed over to them recently.
