Turn the main valve off- which I assume is the lower one in the picture. Remove the leaking valve using two pipe wrenches- 1 to unscrew and 1 as a back up wrench. Take the bad valve down to a hardware store for a replacement. Reassemble using teflon tape on the threads. Slowly turn the water back on and check for leaks

the other valve you're talking about doesn't look like its a valve? its just some sort of a drain?

The valve near the mulch looks like it is partially on. If you close that does the water coming out of the open pipe stop?
It does look like a drain line to me.
Where does that pipe go into the house? There may a valve on the other side of the wall to stop flow to that open end outside?

Go back and add your location to your profile please.
I'm not even see where that valve would serve any purpose.
Even if it was opened water would stay in the line from underground up to that point and freeze.

SO you think that if he lives above the mason dixon line it would be fine to have exposed PVC pipes with no way to drain them?

Exposed pipes makes no difference at all since that wasn't the question.
