Default gurgling

Hello I have a problem. This willl be a long story but I don't know what details are important. I have a two story high ranch with a partial basement and the rest is on a slab. When I run water in the upstairs bathroom or flush the toilet upstairs or the kitchen (downstairs) the downstairs toilet gurgles, but not every time. Water does not back up in any of the sinks but the noise is killing me. The toilet that is gurgling is right by the erxit for the run to the cesspool. Outside the house next to where the gugrling toilet is, is a pipe sticking straight out of the ground with a cap I think this is a access to snake the main run to the cesspool am I right? Any hwlp would be appreciated.

That is the cleanout you see outside, you need to snake out the line to solve the problem your having, of if your on a septic tank, it my need to be pumped out, try snaking line 1st.

I don't know if this makes a difference but I was filling a bucket yesterday in the sink so no water went down the drain and I heard the toilet gurgling.

Makes no difference, take that cap off outside, run water is the water raises in the line then there is the problem.

Hmm, you are filling a bucket from a sink, not running anything down the drain, and your toilet gurgles? In my opinion you have NOTHING wrong in the drains. If the answer to my question is YES then you have a bad washer on your fill valve. An easy thing would be to replace that washer or, if it doesn't have a replaceable washer, replace the fill valve.

My initial thought was a clogged, or missing, vent, again, no snaking of the drain required for that one.

Is this a new problem or has it always been there?
