Have installed three sinks and drain lines - always a problem with leaks. Installed a full house water filter 6 months ago, and am currently adding a water softener. Problem: City shut off valve still allows a trickle of water into pipes, and water still trickles down from the house. It's next to impossible to have both halves of PVC connection dry for primer & PVC cement. Used Wet-or-dry cement last time, and connection lasted about an hour before flooding my garage for the umpteenth time. Suggestions? Hints?

Oldrivers is correct, the white bread trick is something my dad taught me years ago, and I've used it a time or two. It can buy you a few moments.

Alternatively, add your own shut-off valve somewhere between the city valve and your house, or you may be able to add a faucet someplace low, where it will drain your pipes below the level where you're working.
