frost free hose bib rubber guard

I am replacing a hose bib and it came with this little rubber/plastic guard piece.

What is this for? Do I need to use it?

That is a shim that goes behind the face plate- on the siding. It's tapered so the bib will be sloped when installed. This allows the bib to drain when turned off. Install from the top so it rests on the pipe

There you go reminding me of this new inspector again.

He's going to get everyone here locally on board with frost free hose bibbs. It's a good idea he says.

We don't freeze. He's from here, and he knows this.

Thanks. Replacing a hose bib that goes through a cinder block wall.

60's construction so I don't know if I will be able to get the tilt but good to know that is what it is there for.
