Floor or plumbing first??

without going into the gory details.....i have to replace the floor under my toilet (wet rotting wood)....this is under a ceramic tile floor .....there is also damage to some of my plumbing under the house (raised house 2' off the ground).
i know i will have to take up the tiles and then replace the rotted wood, etc., but i cannot figure out which to do first....replace the plumbing (it has to be replaced due to a hole) or do the floor first??
thanks for any help.....i do appreciate your time.

I would pull up the tile and cut the rot out, maybe cut a larger hole in the floor so you can do most of the plumbing from the bathroom. Repair the floor after the plumbing and install the toilet flange after flooring is in. Then install new tile.
