Faucet won't turn off

I had a old faucet which was hard to turn off so I just replaced it. Now the new one is doing the same thing. And when I mean hard, I mean I can't turn off the water unless I turn off the supply. So I took it apart and reset the valve seat. It then would turn on nicely and then you hear a little thump and the valve seat is stuck in the up position(I believe). Any ideas with how to fix it. This is only happening on the cold side. I have tried not turning my water all the way on, just maybe a 1/4 of the way and it still gets stuck. The faucet is in the back of the house so it is not close to the main line from the street. Please help!

Faucet won't turn off

What brand is it? Single handle? Dual handle?
