I've had this problem for a long time and I finally feel like fixing it. The faucet doesn't exactly leak. When I turn the handle off completely, faces straight left or right, the water runs. When I leave it at an angle the water stops. It's annoying cause I always have to leave the handle at the right angle.
The O-rings seem fine, but the cartridge does seem really old. I have no idea how to fix this.
You still should be able to reposition the handle where you want it. I was correct the first time this is not a single control faucet. That is an AM/STD stem.
