Extra regulator?

In a condo home, I have come across something that is confusing me. From the heater itself runs the supply line for hot water to the diverter to the rest of the house, but before it dissapears into the wall there is another regulator on the cpvc with a dial from 1-6, but no writing. Anyone know what this is? And as an aside, I cant get hot water to continue to flow either, it gets hot leaving the heater, and then by the time it gets to the faucet its cold again!!!

Fix it right the first time, so you won't have to fix it a 2nd time.
