Anywhere in the cold water supply, even back where the main enters the house. I assume your relief valve on the Water Heater is weeping. Just get a small 2 gallon x tank and tee it into the cold water anywhere that's convenient for you.

Preferably right at the heater:
1. There should be no valve between the expansion tank and the water heater.
2. So someone looking at the water heater can easily see that "it has" an expansion tank.

Not necessary right at the heater. Put it where it's convenient to you to get at. Yes no valves between it and the water heater that would defeat the purpose of the x tank.
