Drain to outside for Hot Water Tank with sump pump?

Hi,

I just had a new hot water tank installed and the installer did not realize that the small mechanical room in my basement was mostly below grade outside. He put the drain pan for the tank up on some bricks so it is elevated approximately 3 inches and ran a pvc pipe to the wall. He came back to drill a hole through the block and brick and realized that it is below grade. Can a sump pump be connected to the drain so that it will only activate when water is discharged? If so, could we just use a small pump like I have on the condensate line for my airconditioning unit?

Any advice would be appreciated.
