Do I have to install valves for a bathtub?

I am finishing my first plumbing work.
On DIY books, I see they install water shutoff valves before the 'nob' for a bathtub. I am wondering if it's ok I don't install these two valves.

Any suggestion? Thanks!!

Install the valves in case you ver need to replace the Diverter or have a leak in the future

Not sure about CA code, usually not a requirement, but it sure makes sense to have shutoffs at all fixtures. Use ball type valves.
