Distance from vent pipe to clean out?

The attached picture shows the plumbing/water pit in my basement.

The red arrow points to the front of the house, and where the plumbing line runs out to.

The vertical pipe (#3) comes up about four feet, then makes a right angle term to the front of the house, go through a concrete block wall, emerges outside under ground, then makes a right angle turn and goes vertical and emerges from the ground.

The distance between cleanout #2 and the vertical vent pipe is 10" (to their centers).

I have a few questions:

1. Is there a minimum distance that the vent pipe must be from the cleanout?

2. Does the vent pipe have to be on the house side of the cleanouts?

3. I'm going to be redoing the basement floor and all the plumbing. As part of that, I'll be adding a clean out that will beoutside (plus one inside). Ideally, I'd like to move the vertical vent pipe. If there is a cleanout outside, can I move the vent pipe outside and satisfy the venting requirements that way?

4. If I can't move the vent pipe from inside the house, am I permitted to rise slightly above the main line, then right angle and head back outside, but under the slab, then go vertical when I'm outside?

I would put the clean out out side

Use two 4" combo's facing each other, so that the snake can go to the main sewer or go into the house.

Just bring the riser to grade level and cap.

Thanks for your reply.

I have to have a cleanout both inside AND outside the house per my AHJ.

Is the attached picture how I should do the one outside?

Do I have to have a fresh air inlet on the house side of the cleanout inside?

If so, is there any minimum distance that the clean air vent has to be from the main house cleanout--can it be anywhere on the house sewer line?

Can the clean air vent be run to the roof, or does it have to be outside at ground level? (Note: The one main stack runs to the roof).
