Dishwasher Air Gap

I'm having trouble with my dishwasher not draining completely, it leaves about 1.0 in. of water in the bottom. Screens are clean and the air gap is clean. I'm wondering if the air gap is causing a problem. My question is: what is the purpose of the air gap? Could I bypass it and run the outlet hose directly to the garbage disposal? Maybe that will help it drain.

From my understanding the purpose of an air gap is to prevent dirty water from flowing back to the dishwasher. My air gap is connected to the garbage disposal and dishwasher underneath the sink.
"Air gaps are required by most codes for dishwashers and for water softeners. They are needed to prevent any possible cross-connection between your potable water system and your sewage system. Without an air gap, there is always a chance (however slim) of siphoning contaminants from your sewage system into your drinking water system."
