Check local code, 'midwest' does not narrow things down enough. The water/sewer lines need to be below frost line. In Minn. that can be over 4'.

At least 12" below the average local frost depth according to 2003 UPC Code. Check with your local building and planning dept. for depth.

Just another thought - Because I'm an avid fisherman, and know ice fishing is popular in the mid-west...

common sense would tell me that a water line should be buried deeper than the ice is thick, in say late-January. So if you have to drill through 4' of ice to catch a Northern or some tasty Walleye's, your water line should be buried about 5'.
