Delta showever valve and shower head leaking

Okay I just installed my new shower/tub valve and shower head. When I turn the valve on full throttle (hot) the water obviously comes out the tub spout but water also comes out the shower head as well but obvioulsy not a full power just fast trickling. I check the push rod on spout and it is down fully but I am out of ideas on what the problem is. I guess I could try and turn the main water pressure down just for those 2 lines as I did have that option but i would think that water pressure would not be the culprit. Any help would be great. .

Did you use identical pipe material for both the head and spout?

Copper from the valve to the shower head and then copper down to a gatorbite type fitting then galvanized out to the spout. Would this cause that to happen? I had no idea.

Just saying that a smaller ID pipe to the tub spout can cause enough flow retriction to divert some water out the shower head.
