Not sure what you have, is it a residential or commercial?? I can explain how to cut steel or concrete, each uses a different type of blade.

You can rent a dry concrete saw with a diamond blade and make sure you:

1) Cover everything as this saw will make a lot of dust.
2) Wear a respirator.
3) Measure and mark the line(s) where you will cut. This can be done with a marker or chalk line.
4) Cut in the same direction if you need to make another pass to complete the cut.
5) Chip away the concrete area that has been cut.
6) Consult a structural engineer before any cutting is done.

As per cutting holes in the beam, I am presuming you will be cutting into the web portion of the beam as this can be done and the following can be used:

1) You can use a torch or a magnetic slugger cutter.
2) Before you attempt to do this you should consult and get approval by a structural engineer or competent architect as this cutting/drilling will weaken the beam and may require welding stiffeners to either side of the holes in order to keep the beams integrity.
3) All holes should be cut by a licensed welder unless the purposes of the holes are used to fasten material.
