How do I Connect PEX to a cut end of galvanized pipe in an underground instalation?

You don't. Not without rethreading the cut end of galvanized anyway.

Best to eliminate the galvanized completely, a lot of areas they make you do that. If its gotta stay, keep digging back till you find a threaded connection and adapt from there. Or like Alan said, rent a hand threader and thread it in place.
