Just Google the make and model number, hundreds of trouble shooting and part supplyers come up.

Some more information on what is going on.
Parts for the culligans are a bit are to come up with , there are really no dealers just selling parts left and right.

There could be a plugged injector so that it is not pulling from the salt tank.
There could be an o ring in the brine piston that is torn and letting more water to the salt tank.
There could be a float assembly that needs cleaning.

What over flow valve? Where?

Does it flow to the drain while in the service mode?

Service mode is when the system has finished the regeneration and is treating the water that is going into the house.
From the photo the unit in question is a filter so I would be willing to bet that the main piston and its seals are in need of replacement.
Looks like there is chlorine injected into the water and then the culligan.
