Condo riser room question

Does anyone know if the riser room that maintains fire system piping for a building, have exclusive use for that purpose?

We are having some issues with old pex and need a new route from meter and I was thinking we could run it to the attic, insulated of course, to the attic.

digitalplumber is just a name for use here, I am not a plumber!
