concrete platform toilet

i am building a bathroom in my basement. the floor is concrete. i haven't poured concrete in the bathroom area yet and was wondering whether the toilet flange should be flush with

1) the concrete level
2) the future tile level

also, was wondering whether the flange should be set before concrete is poured OR should i leave some leeway around using a sleeve or something like that to set it AFTERWARDS ?

thx,

on top of the finnished floor. secured to it.
what type of pipe??

PVC. so are you saying i should leave some space around the outlet (make a sleeve around and give it a few inches) when pouring concrete ? i can pour patcher in the end.

is it 3" or 4"?
if its 3" yes leave a space for the ring to glue on.
if 4" you can get a flange to glue inside the 4"

when i plum a bath i install a 3x4 90 fo the toilet and stub up 4" finish the floor around the pipe, then cut flush with the floor, and install the inside flange.

Make sure you can use plastic to come up through concrete, and that it's ok to use plastic underground. That isn't allowed in some places (NY for example).
They do make three inch street flanges, they don't only come in 4in.

wow no pvc underground in NY? learn something new everyday

a 3" street flange will sometimes hit the horn on the bottom of the w/c. i have had that problem before. it was a pain to fix.
some brands fit difrently.

Let me catch myself here. It's no PVC underground in my county as well as a couple others I know of. It's not universal throughout NY.

A flange to glue inside of 3" pipe is available but is not a street fitting, street is pipe size, these flanges are reduced under 3" diameter (the smallest allowed for toilet waste) and are not sch.40.
