cold water line

I have hot & cold water throughout the house. My wash maschine on rinse cycle is not working. I cleaned the filters the faucet is a pull down for both hot & cold. I disconnected both lines put a bucket under the faucets & the cold water is not working my utility room is on an outside wall, is the cold water frozen? We are having sub zero temperatures for the last few days here in New England.
