Checking thermostat and heating element.

Maybe I didn't. I have 2- 50 gallon water heaters. When checking everything seems to be working. All of the elements are good. When checking voltage on the heating element should i get 240 at all times or only when it kicks on? Will both thermostats run at the same time?

See step 5 at the bottom i only get 240 when the top thermo is off and the bottom kicks on.....The two screws on heating element also only read 240 when that one is on. I checked continuity on everything.. what am i doing wrong?

I do have body sprayers 5 run at the same time, but 2 months ago my water would last 35 mins easy. I have all four thermostats at 125 should i do the top hotter or should i turn all four up. Both water heaters do the same thing. When i turn the temp up i can hear them kick on.....(all four)
