Can the floor drain mandate be skipped if I switch to a tankless heater

Putting in a new stack. Plumber informed me that I need a floor drain within 15 feet of the water tank. Putting one in would present a large financial pain..
If I put in a tankless water heater, am I ok with NOT having a floor drain within 15 feet per the national code?

I don't know about the NPC, but around here we don't have to have a floor drain, but can get away with a watertight pan with a drain that goes outside the building.

Can't really speak for the code, but i'd say it would be a good idea to have some kind of a pan under the unit still, and i'll bet the t&p valve still has to go outside.
