Most of the time when I buy a new stem, there is a little plastic piece that you can use to spin the cartridge. Sometimes when you spin it, it loosens up and makes it easier to remove. Sometimes not. Once when I was in your predicament, I got a 1/2 inch drop-in anchor(concrete anchor) and a 1/2 inch eye bolt. I could stick the anchor in the destroyed cartridge, screw the bolt into the anchor while holding backup with a pair of channel locks, and the anchor expanded enough to grab the cartridge and I had something I could hold on to and pull it out with. Of course the cartridge was brass, not plastic. I hope that helps.

That I know of there's no such thing as a valve tool, a picture would sure help to figure out what it is your trying to remove.

If the stem pulled out of center of cartridge leaving the outer shell its not too hard to remove them.
Get a piece of 1/4" copper maybe 1 1/4-1 1/2" long ,you may need to experiment with the length.
Anyway push the copper in where the stem would normally go then run a pipe tap into the shell of the cartridge and start threading it into the shell.
It will take a little bit of cranking on the die but once it threads in far enough to make contact with the piece of 1/4" copper it will start pulling the shell out as you keep turning the die in

Hes talking about a cartridge puller, that only works if the whole cartridge is there though
