Broke shut off valve?

My toilet started leaking. In order to test where is was leak from I turned the toilet water shut off valve off. The water stopped, I was able to check the flopper and determined that was not the problem. I turned the valve back open, but the water does not come back.

I am thinking that the internal part of the valve broke when I tried to turn it back on...does this sound right? Does anyone have any other ideas what could have happened?

Thanks

Broke shut off valve?

fill valve or angle stop. Take the supply line off the fill valve, put it in a bucket, and turn the stop on. If water comes out, replace the fill valve. If not replace the angle stop. If the valve doesn't completely shut off, replace both
