Bleed valve on hose bib

I turned off the water to the outside and opened the bleed valve in the house. Only a few drops of water came out. This would certainly NOT empty the line to outside. Do I need to do something to pull the water out of the line? Can I use air pressure outside to push the water out the bleed valve? This is the first time I have used a bleed valve since this is a new hose bib to the outside. Thanks in advance for anyone that can help me.

Yes open the outside hose cock then like above said it will drain as long as the pipe is pitched towards the outside. BOB

Went outside, opened the hose spigot and got downstairs to see the water shooting out of the bleed valve. Worked like a charm. Thanks for your help. A little water on the basement floor is easier to deal with than a broken pipe, and cheaper too.

It would appear to what your saying is that the pipe is back pitched. I have my plumber pitch the pipes towards the outside from the shut off. this way when you shut the shut off , and open the outside hose cock it will drain to the outside. BOB.
