Bathtub faucet runs when shower is on

Our bathtub has 3 knobs: hot, cold, and tub/shower. When it's turned to shower we get plenty of water out of the shower head, but the tub faucet still runs some. Someone suggested that this is because of the low-flow shower head.
Can that be the case?
How can I get the tub to turn all the way off when I don't want to use it?
It doesn't interfere with our ability to shower, but it's wasting plenty of water.
Any suggestions are appreciated.

sounds like the tub/shower valve is the problem to me.
turn off water, take it apart and examine. look for gasket/o-ring wear and/or proper seating.

When you turn the knob to the shower setting, a diverter blocks the water flow to the tub spout. Your diverter may have some trash blocking it from fully stopping the flow. May need cleaning or replacement.
