Bathtub Drain won't close....

I have a 7 year old house that I bought last year. One of the bathtub drains won't close. I don't know if it ever did because we never used it, and the previous owner might not have either.

It is a Watco. It "looks" like a 600, though I can't tell the difference between the SL and the TL.
The lever moves and it sounds like the drain is closing, but it doesn't.

Any idea how I fix this?

The previous owners son did all the plumbing, and from other things I have found, he was a moron; so there is no reason to think this was installed correctly.

Remove the screws holding the cover in place and slide out the stopper to see if it's even there, most have an adjustment on the linkage.
Lots of times that right where hair gets trapped and does not allow it close off the drain.
