Bathroom venting

I'm in Ontario, Canada and totaly redoing the bathroom. Can a toilet, tub and sink be vented with 1.5"ABS, changing to 3" before it goes through the roofline?

Bathroom venting

it's a bungalow, only one bath in the house, the kitchen sink will be vented independantly, but the kitchen drain (1.5") connects to the tub drain where it changes to 2" then the bath sink (1.5") connects to the 2" before it connects to the vertical 3". The toilet connects to the top of the 3" stack. The 3" stack changes to 4" cast iron before it goes through the basement floor.

I want to vent each fixture with a 1.5" vent and connect together into 1 - 1.5" pipe going into the attic then change to 3" going through the roof, rather than run 3" all the way up.
