Bathroom Faucet water running

I'm installing a new faucet. I've gotten through everything and when I go to turn on the hot and cold water lines, the cold water runs. It runs even though the cold water handle is in the off position.

What's the deal?! Help!

No idea, make, model?
Single handle double handle?
If it's single handle are you 100% sure it's not installed backwards. Easy to do. Hots on the left, correct?

sounds to me you installed handle in wrong position....remove handle......turn stub to off position reinstall handle...

Fixed!

Correct!

I turned the handle, removed the handle, replaced and turned again. I noticed the copper piece was the part that was moving. Removing the handle again, I turned the copper piece into the "off" position and then replaced the handle.

Everything now works...Thanks for your responses.
