Why does the bathroom faucet run slower on hot water than on cold water/big difference on them?

not sure on that? should I replace the faucets? Would it be worth the price just to replace the faucet, they are 15 years old?

I have hard water as well, would this clog up the pipes? if it did clog the pipes wouldn't that apply also to the cold water?
