Bathroom Fan question


I am finishing off the space above my garage to make an apartment. I have built a bathroom as part of the apartment, and was wondering if it is essential to vent the bathroom fan to the exterior (in my case, I would have to cut out a hole in the roof and run a pipe through the roof)? Or can it be vented into the attic?
