Basement floor drain


Someone has pluged the drain going down but there is a pipe hole entering the drain above the bottom main hole. Clean looking water has filled the drain bowl. The drain bowl has mud in it

No pictures, no idea what you mean by bowl. Bowl in a toilet, Tupperware bowl, soup bowl?
Going to have to be more clear.

Do you have a perimeter subsurface drain system and sump pump in the basement?

Some folks recommend putting a check valve in the floor drain, but I don't think that works well because dirt can hold the check valve ajar.
