Baseboard heater

Hello, so my tenant in the second floor of my unit is stating that the attic which has its own thermostat is not warming up. I have a baseboard heating system and I am not sure why its not heating up. I turned the thermostat all the way to 75 and I did not hear anything turn on. His main floor also has its own thermostat and heat there seems to be working fine though not strong enough. Do I need to bleed the pipes so that hot water can get there? If so I am not sure how to do this.
