Ball valve with waste

I am installing an inground sprinkler system. I will tap into 3/4" line in the basement below grade and run copper pipe to outside and install shut-off on the brick outside. Where I branch off the 3/4" line in the house, I was hoping to install a ball shut-off with a waste valve, but I estimate the waste valve will be approximately 19 feet away and 2-3 feet below the level of the outside shut-off.

Will the waste valve work? I would assume the line will not drain as the waste valve is below the tap. Correct?

First on all sprinklers you need to install a anti backflow (Thats code) then the ball valve after the ball valve "T" in a boiler valve or hose bib. That way you can attach a hose and drain the line.

I think what you are asking is a stop and waste valve that is buried and when shut off it drain into the earth.

Hi plumber101, thanks for the reply.
Perhaps I didn't describe the setup properly. Below is the proposed plumbing from the water meter (which is in the basement) outwards through the brick and to the hose bibb.

Water Meter --> 3/4" line --> Tee --> 42" 3/4 vertical copper pipe with ball valve w/waste half-way up --> 20' 3/4 copper pipe (horizontal at a slight angle downward towards the exterior) through outside wall --> 3/4 ball hose bibb.

If I shut the water off, open the hose bibb outside and open the waste valve inside, will the water in the line drain out of the hose bibb?
