Anti siphon valve leaking
 
On an outdoor frost proof faucet, the siphon valve leaks whenever the water is turned on. I removed the threaded cover piece and found a plastic insert with a center piece that moves. do I need to replace the entire faucet? does this piece come off and can it be replaced? or do I need to do something unknown to stop the leak.

most will unscrew, if you can find the exact same hose bibb or repair parts you can replace the piece but if not you'll have to replace the whole valve. Most of the time they are proprietary parts that don't fit brand to brand

Do I assume the hose bib is defective? is there anyway to check, or is it as simple as leaking = defective?

I wouldn't call it defective, just worn out. That anti-siphon valve has a little piece of rubber inside it that is the problem, the rest of the bibb is fine. The problem is always finding parts for them, a lot of the time it's easier to change the whole unit out
