anti freezing stop and waste valve leaks

I have a stop and waste water valve located 2 feet below ground surface at my Summer cabin. When I shut it off to winterize, water continues to drip (for days) onto the floor from pipe drain openings. I have turned it off and on several times but that doesn't help. It acts as if it is not a waste type valve.
I have been unable find a suitable replacement valve at local plumbing stores. My cabin is in the mountains; I live here in the valley where it never freezes.

how old is the valve?

Is there a main shut off prior to this valve?
