Annoying hose bib

I have a fairly new hose bib that has a valve on the top (prevent freezing?) Every once in a while I'll turn the water on and water will come shooting out the top of the valve. The hose bib is in a place where I don't want a lot of water collecting. I'm thinking the valve is stuck partially open. Any ideas on how to unstick the valve? Thanks

It's a back flow preventer, also known as a anti siphon.
Has nothing to do with the anti freezing function.
Leave the hose connected during freezing weather?

I left the hose connected last winter - not a lot of freezing days in my area. It had been working fine before today.

Those are simple enough to fix---finding the parts might be the issue---

Post a picture ,if the brand is not printed on the unit--someone might recognize the maker---
